This guidance helps organizations prevent and respond to sexual exploitation, abuse, and sexual harassment (SEAH) during the COVID-19 pandemic by identifying key risks and recommended actions.

This guidance note supports civil society organizations (CSOs), private sector organizations, and other humanitarian stakeholders in preventing and responding to sexual exploitation, abuse, and sexual harassment (SEAH) during the COVID-19 pandemic. It explains how the secondary impacts of the pandemic can increase the risk of SEAH, identifies the groups most vulnerable to harm, and outlines practical actions organizations can take to strengthen safeguarding and uphold international standards.
