At the same time, funding is declining even as needs continue to grow, widening the gap between what is required and what is delivered. Effective responses must be timely, principled and grounded in the realities of affected communities. Work in the humanitarian action and peace stream focuses on addressing immediate needs in crisis settings while contributing to long-term stability, protection of civilians and peacebuilding efforts. Cooperation Canada bridges policy and practice by working closely with our members to promote principled and needs-based humanitarian action, respect for international humanitarian law and approaches that bridge humanitarian, development and peace efforts. Through coordination, advocacy and engagement, we help ensure that Canadian policies and funding reflect Canadian values, uphold Canada’s reputation as a principled humanitarian actor, and respond to evolving needs on the ground. Our work strengthens connections between humanitarian response, long-term development and peacebuilding, supporting more coherent and effective action across sectors. By amplifying member expertise and facilitating dialogue with decision-makers, we contribute to policies that protect civilians, build resilience, uphold human rights and enable locally-led responses in fragile and conflict-affected settings. Advocating for principled, timely and unimpeded humanitarian response Promoting respect for international humanitarian law and international human rights law Supporting policy coherence across humanitarian, development and peace efforts Facilitating peer learning and working groups by convening spaces such as the Humanitarian Policy & Advocacy Group (HPAG) and the Humanitarian Response Network (HRN) Engaging Canadian decision-makers on humanitarian policy and funding priorities Amplifying the voices and leadership of global civil society actors in fragile and conflict-affected contexts Why It’s Important When crises unfold, the quality and speed of Canada’s response depends on a well-coordinated and well-resourced civil society sector. Canadian organizations are key frontline responders, and strong policies ensure they can deliver timely, principled and effective assistance in complex crisis settings, ultimately preserving the lives and dignity of millions of people in crisis. Civil Society organizations are strategically positioned to gather evidence in fragile and conflict-affected contexts, translating frontline realities into actionable insights that strengthen policy and humanitarian response. Canada’s commitments to humanitarian principles and international law require consistent action, and civil society plays a critical role in holding systems accountable by drawing on firsthand evidence from the field to drive more principled and effective responses.
