Humanitarian Response Network

The Humanitarian Response Network of Canada (HRN) is a national community of practice made up of 50 Canadian humanitarian organizations working in over 140 countries. Together, HRN members support people affected by crises and emergencies around the world.

The HRN operates as an independent network with its own membership, governance, and strategic direction. It brings Canadian humanitarian actors together to strengthen coordination, knowledge sharing and collective impact across the sector.

Originally formed in 1999 as the Policy Action Group on Emergency Response (PAGER), the Network has evolved significantly, both in scope and size. In 2023, the HRN completed a major strategic review involving all members and stakeholders, leading to its first-ever Strategic Plan (2024–2029).

Cooperation Canada hosts the HRN and supports its role as a connector, convener and advocate within Canada’s humanitarian ecosystem.
