HRN Humanitarian Response Network The Humanitarian Response Network of Canada (HRN) is a national community of practice made up of 50 Canadian humanitarian organizations working in over 140 countries. Together, HRN members support people affected by crises and emergencies around the world. / What We Do / Humanitarian Action & Peace / Humanitarian Response Network The HRN operates as an independent network with its own membership, governance, and strategic direction. It brings Canadian humanitarian actors together to strengthen coordination, knowledge sharing and collective impact across the sector. Originally formed in 1999 as the Policy Action Group on Emergency Response (PAGER), the Network has evolved significantly, both in scope and size. In 2023, the HRN completed a major strategic review involving all members and stakeholders, leading to its first-ever Strategic Plan (2024–2029). Cooperation Canada hosts the HRN and supports its role as a connector, convener and advocate within Canada’s humanitarian ecosystem. What We Work On The HRN advances humanitarian coordination, learning and advocacy across the Canadian sector. Connecting the sector by bringing together Canadian humanitarian organizations through working groups, communities of practice and national events Supporting learning and capacity building through trainings, publications and peer exchange opportunities Influencing policy and practice by coordinating collective advocacy efforts, including through the Humanitarian Policy and Advocacy Group (HPAG) Strengthening coordination and partnerships by linking members with Global Affairs Canada, including the International Humanitarian Assistance Bureau (IHA) How We Work Guided by four strategic priorities—Connect, Learn, Influence and Strengthen—the HRN creates spaces for collaboration, shared learning and coordinated action across the humanitarian sector.
