Background and Context 

Cooperation Canada is undertaking a comprehensive sector-wide mapping initiative to better understand the composition and organizational architecture of Canada’s international cooperation sector. This work is divided into two key streams: (1) a live data system focused on mapping the sector’s composition through quantitative analysis, and (2) a qualitative study of coalitions and networks. 

The live data system component involves building a sustainable, updateable dashboard or database that captures key information about the sector’s actors, scope, funding, equity considerations, and thematic focus areas. To ensure that the technical build is informed by a nuanced understanding of the sector, Cooperation Canada is seeking a Sector Expert Advisor to support this work. 

 

Purpose of Engagement 

The Sector Expert Advisor will provide strategic guidance throughout the data system build. Working alongside Cooperation Canada, the technical consultant team, and the advisory committee, the Advisor will: 

  • Ensure sector-relevant priorities, gaps, and dynamics are reflected in the system design. 
  • Advise on defining the “universe” of organizations to be captured (noting the focus will be on charities, and where possible, exploring how to incorporate nonprofits, diaspora organizations, etc.). 
  • Support the development of a taxonomy/categorization model for organizations. 
  • Advise on methods to address gaps or limitations in secondary data. 
  • Prepare a written analytical report that synthesizes key sector trends, equity considerations, and patterns from the 2015–2025 data, drawing on insights from the data system and complementary qualitative sources – ensuring different data sources are not mixed in the analysis. 
  • Participate in advisory committee meetings as needed. 

 

Scope of Work 

The Sector Expert Advisor will: 

  • Review and provide input into the project discovery and implementation plan. 
  • Advise on appropriate data sources, categorizations, and scope. 
  • Validate the proposed taxonomy and data structure. 
  • Identify and flag sector trends, equity considerations, and emerging organizational models to ensure they are captured. 
  • Participate in up to four meetings (e.g., kickoff, prototype review, validation, final handover). 
  • Collaborate closely with Cooperation Canada and the technical team to troubleshoot sector-specific challenges. 
  • Draft a report based on analysis of the 2015–2025 dataset and informed by sector knowledge and advisory committee input, highlighting shifts in organizational focus, funding dynamics, geographic reach, and equity considerations. 

Deliverables 

  • Proposal for the taxonomy and organizational typology 
  • Written recommendations on primary and secondary data sources, including publicly available quantitative and qualitative data 
  • Written feedback and strategic advice on: 
  • Discovery and Implementation Report, prepared by technical experts 
  • Prototype dashboard/database structure 
  • Final system structure and recommendations 
  • Participation in advisory committee or project team meetings (as needed) 
  • A written Sector Trends Report (10–15 pages) providing an accessible narrative analysis of the sector from 2015–2025, based on quantitative and qualitative data, with recommendations for future analysis and system use. 

Qualifications 

  • Expert knowledge of quantitative and qualitative data in a nonprofit/charity context in Canada 
  • Deep knowledge of Canada’s international cooperation sector (organizations, networks, funding landscape, key trends) 
  • Experience working with sector data, mapping and research 
  • Strong understanding of sector trends, including equity, localization, decolonization, and feminist principles in international cooperation 
  • Ability to collaborate effectively with technical and non-technical teams 

 

Level of Effort and Compensation 

Estimated level of effort: 15–20 days total. A competitive daily rate will be negotiated based on experience, inclusive of applicable taxes and expenses. 

Project Timeline 

The engagement will run from June 2025 to February 2026, with heavier input between June and October 2025 during the system design and data population phases.

Procurement and Equity Considerations 

Cooperation Canada is committed to transparent, fair, and values-based procurement processes. All submissions will be assessed on merit by a committee of Cooperation Canada team members, with attention to: 

  • Relevance, feasibility and quality of the proposed approach, methodology and workplan (30%); 
  • Experience and qualifications of the applicant(s) (30%); 
  • Cost-effectiveness of the budget (25%); 
  • Equity and inclusion considerations (15%).
