The Special Senate Committee on the Charitable Sector released its report titled Catalyst for Change: A Roadmap to a Stronger Charitable Sector. The report details the strategies and regulatory reforms needed to maximize the impact of sector in communities both here in Canada and around the world.
The Committee was established in January 2018 with the objective to examine the impact of laws and policies governing the sector in Canada. As such, the Committee held extensive consultations with charities, non-profit, and volunteer groups to learn how Canada could better support their important work.
While each organization in the sector faces unique challenges, four key topics have emerged from these consultations: the people working and volunteering in the sector; funding for the sector; the rules governing the sector; and, the need for a “home” within the federal government for the sector.
Of note, the report refers to a CCIC brief and to testimonies from our members, Farm Radio International and Islamic Relief Canada, in the recommendation calling to revise the guidance for charities operating outside Canada. The recommendation points to a shift in focus from “direction and control” requirements and a move towards an implementation of “expenditure responsibility test” for careful monitoring.
